The Federal Integrity Commission and Al-Nahrain Institute for Supporting Transparency and Integrity have signed a bilateral cooperation agreement aimed at enhancing governmental accountability through the application of transparency principles and the protection of public funds.
The Commission stated that the agreement, signed by Jalal Mousa Obeid, Director General of the Preventive Department at the Commission, and Mohammed Raheem Al-Rubaie, President of Al-Nahrain Institute for Supporting Transparency and Integrity, seeks to strengthen joint cooperation in implementing the United Nations Convention against Corruption (UNCAC). The agreement is designed to help Iraq advance in international evaluations and includes the joint development and implementation of training programs to promote governmental accountability, transparency, protection of public resources, and the dissemination of integrity values. These initiatives will target the public and private sectors, as well as NGOs, unions, and professional associations.
The agreement outlines several areas of bilateral cooperation, including the implementation of specialized programs to monitor the application of preventive measures, criminalization, and law enforcement provisions stipulated in Chapters II and III of UNCAC. It also involves the design of comprehensive awareness and training programs to explain and elaborate on international standards of integrity and transparency, as well as to raise awareness of the corruption perception indicators issued by Transparency International and other relevant international organizations, with the aim of improving Iraq’s ranking in global evaluations.
Furthermore, the agreement includes the exchange of technical, scientific, and administrative expertise, along with the provision of technical support through training programs for Commission staff working in preventive measures.
